Case study: municipal government blended learning solution

Challenge

A large municipal government’s corporate orientation process was inconsistent between departments and business units, and in some cases non-existent. There was no direct source for corporate information and little material aimed specifically at new employees. New hires were frustrated as they had difficulty locating and accessing information, leading to dissatisfaction and higher turnover rates. In addition, employees were ‘siloed’ within their business units, lacking a connection with the municipal workforce as a whole.

Solution

Limestone Learning worked collaboratively with the client to understand the work environment, identify municipal, corporate and departmental needs and learn about the orientation experience through employee interviews and focus groups. A project manager was assigned to manage project resources, budget, timeline, and deliverables. A collaborative and open communication and feedback process was also implemented. Existing content was reviewed and new content identified then divided into six themes of information. Limestone Learning developed six interactive elearning courses, six face-to-face courses, six text-only elearning courses for the hearing and visually impaired and content for the client’s Internet and intranet sites. Our analysis and interaction with the client’s team also led to the development of a Welcome Workshop (regular and ‘light’ versions for different types of workers), a Train-the-Trainer course and an Orientation Handbook.

Results

The new corporate orientation program provides new employees with an interactive and welcoming learning experience and the different delivery options make training easily accessible. All new employees have access to consistent information. Stakeholder and early participant feedback has been overwhelmingly positive. New employees now have a stronger connection and sense of belonging to the overall organization as well as to their individual business units. With consistent corporate orientation, new employees are more quickly and effectively able to integrate into their roles. Overall, the municipality was very pleased with their working experience with Limestone Learning.
