Elearning proposal lead (contract) • Metro Vancouver, BC

Limestone Learning is looking for an experienced elearning proposal lead to join our team in a high-trust, mission-critical role.

This position sits at the intersection of learning solution design, client engagement and proposal development. You will play a central role in shaping how we engage with prospective clients — from early conversations through to finalized proposals, estimates and RFP responses.

This is not a high-volume proposal-writing role. We focus on well-qualified opportunities and long-term client relationships. The successful candidate will bring deep learning and development (L&D) expertise — particularly in custom elearning — and the judgment to help us pursue the right work, in the right way.

This role will evolve over time, with clear potential to grow into a broader proposal leadership, solution design and strategic business development function.

Must-haves

  • Deep experience in learning and development, with a strong emphasis on custom elearning (instructional design background strongly preferred).

  • Proven experience contributing to or leading proposal development and RFP responses.

  • Demonstrated ability to translate ambiguous client needs into clear, structured learning solutions and scopes.

Core responsibilities

  • Leading and supporting the proposal process from initial intake through to final submission, ensuring quality and timeliness.

  • Participating in — and over time, leading — prospect and client calls to understand needs, ask the right questions and help shape solution direction.

  • Determining proposal concepts by analyzing opportunities, clarifying requirements and aligning with client objectives.

  • Working with the production team to shape and articulate clear, structured learning solutions, including:

    • Project objectives and outcomes.

    • Instructional and technical approach.

    • Deliverables and implementation strategy.

    • Timelines and budgets.

  • Writing, editing and refining proposals, estimates and RFP responses into polished, compelling documents.

  • Collaborating with internal team members and subject matter experts to identify value-adds and differentiators.

  • Managing multiple proposals of varying size and complexity simultaneously.

  • Ensuring consistency with Limestone templates, standards and positioning.

  • Coordinating internal reviews and approvals with managing partners and project leads.

  • Performing final quality control reviews for clarity, tone, accuracy and strategic alignment.

  • Maintaining and evolving proposal templates, content libraries and internal processes.

  • Contributing to continuous improvement of proposal quality, efficiency and win rates.

Skills, qualifications and experience

  • 10+ years of combined experience in proposal writing, budgeting and instructional design (or a closely related L&D role).

  • Strong understanding of instructional design methodologies and adult learning principles.

  • Demonstrated experience scoping custom elearning solutions (e.g., Storyline/Rise-based development, scenario-based training), instructor-led training (ILT), virtual ILT (VILT), blended learning and hybrid learning.

  • Ability to synthesize complex inputs into clear, structured written outputs.

  • Meticulous attention to detail and consistency in tone and messaging.

  • Ability to work effectively under tight timelines without compromising quality.

  • Ability to manage fluctuating workloads and occasional periods of increased intensity associated with proposal and RFX deadlines.

  • Strong organizational and coordination skills.

  • Advanced proficiency in Microsoft Word, Excel and PowerPoint.

  • Experience working directly with clients and internal stakeholders in a consultative capacity.

  • Intrinsic motivation and a proactive, self-directed approach to work.

  • Experience working as a contractor, consultant or freelancer.
